NJ - Weed Legalization or Police Criminalization?

I've often referred to NJ as "the armpit of America", politically speaking of course, and in keeping with my assessment the government of NJ once again fails to disappoint with their efforts to hurt the police departments in NJ through the marijuana legalization bill. In the name of Social Justice of Course!
I am speaking specifically here of the Police Misconduct Laws and Claims section of the legislation, which I believe to be a part of a deliberate plan to cause police to not interact with minors or under aged children (21) seen using marijuana "or alcohol". How Does It Work?
The law contains strong language limiting the ability of police to use suspected marijuana possession to stop or search individuals. Even if an officer smells marijuana on a minor they cannot stop them, and the law prevents them from doing more than giving a warning. Police organizations say there’s not much point in establishing civil penalties if the same law all but forbids enforcing them, and I agree. The law states that officers in violation will be charged with deprivation of civil rights!
Underage users of marijuana (and or alcohol) will be free to smoke (and drink) anywhere, including in places the bill says is illegal, because merely stopping a person to enforce the law is now, for all intents and purposes, illegal for police.
AND IF a police officer is charged, and subsequently found guilty of deprivation of civil rights, the penalties are fines up to $150k and up to 10 years imprisonment!
Why resort to these tactics at this time?
Because it's an gubernatorial election year and de-funding the police would be, generally speaking, bad optics in an election year, even for a state like NJ.
You see, this bill kills two birds with one stone. It satisfies those in the state who voted for Murphy and have been upset that it took over three years to fulfill his campaign promise that this was a priority, and because it keeps with the cultural Marxist agenda of weakening local police departments state wide.
Don't forget, anarchy is still the name of the game!
